3	Deluxe - Summary I contend that Deluxe Rent A Car has been conducting a ongoing enterprise engaging in Fraud, Forgery, False Advertisement and Deceptive Trade Practices. It is my belief that they have exploited a loophole in the system to bypass what the legislators have enacted to control access to the airport and generate revenue for the LAWA. Until they were exposed by this site they illegally collected a ACRF – tax (Airport Concession Recovery Fee) and used it to pad their bottom line. I estimate that over the last two years they potentially could have “Bilked” 30k-70k innocent consumers. They are currently target marketing towards travelers who don’t know that ALL RENTAL CAR COMPANYS, but DELUXE that service the airport are required to pay this fee. With 1400 cars Deluxe has bilked an estimated $1,194,582 – $2,275,541 per year from not only the consumer but also from the LAWA’s fund. For the consumer it appears to be a normal cost when checking prices... Its not, it cost me $42 Johnny Park’s shuttles exploit the law to provide transportation to and from LAX . I live in Los Angeles and didn’t use their shuttle and still paid $42. Although since they have been exposed they renamed the fee to just an airport fee. The principle stands – they charged a daily “airport fee” as a percentage… that is still a tax and they should not be allowed to charge a tax.
